This has been stated before. In order to achieve the full 30%, you need to purchase all of the available outfits from the store. You need to have all of the "Booty Calls" with all the girls that are available. This should bring you up to 30%.
Maybe someone who tried to apply money cheats knows more about this, but aren't those made extremely expensive on purpose because they have no game value right now anyway and may not even have been added to the game yet?
People hacking $ in their game, then buying stuff they're not supposed to, then fucking their game up, then wonder why ? Never heard of that
And another 1 .......................... Sell your junk, buy crap to lower total $, get the buffs, run around aimlessly, click on every shining spot, collect a metric ton of them within 5 mins, rinse-repeat
